Instead, an important event will happen that will add modifiers to provinces, like the Age of Enlightenment or printing press, that will slowly spread.
Get enough provinces in your country that have that modifier and you can adopt it and have it as a permanent bonus.

So here's the thing, in the game you have a certain type of resource that is used for a lot of shit. You have no control over how much you get, it's based on your leader who's stats are random.
Since the amount of stuff you can do with it is so large and it's almost as magic, it's commonly refereed as mana.
It's also used for technology advancements. Right now countries that aren't in Western or Central Europe have to pay more for the same technology depending where they are. If they border one of the Europe countries they can westernize and have the same price for the technology.
The problem is that on the forums everyone is bitching about how this is handled and ask to be changed. How? Everyone has their own opinion so the forums are mostly just people constantly bitching and arguing about westernization. They are changing it so they will shut up.
And Western countries still have the advantage of having the most powerful units in the game that other nations can't get.
