Honestly Canada's immigration policy isn't that bad. I've no idea about the other provinces but the vast majority of immigrants are educated and working people in BC. I've talked to quite a few and they can't bring their family's over until they're a Canadian citizen, which is quite a process. And if they aren't productive in their time spent in Canada beforehand they're deported back to their countries.
