Norfolk is often thought of as the mini Baltimore. I think the guy who designed the Inner Harbor actually designed Norfolk's waterside harbor area too. We are luckily only about 50% black and it also can change from nice neighborhood to ghetto street by street. Never more than a mile from the hood.
