Just because the Court declined to hear the case doesn't mean that they endorse the law as constitutional. It's nothing. They can refuse to hear a case for any reason, and don't have to publish the reason why they refused the case.
Lower federal courts are not allowed to use this decision as precedent. It's literally nothing.
