What do you see or examine to realize if a painting is truly art or just shit meant to fool the masses?
because just like music, often the most well-known and acclaimed isn't even close to pushing the absolute limits of note arrangements on a technical level.

I'm not a liberal arts professor, so I wouldn't know.
First of all, it's about the artist's skill. If the image looks realistic enough to be related to, it's good.
Secondly, place yourself in the painting. The "all about how it makes you feel" meme is kinda true. It's supposed to take you to memories or remind you of present underlying ideas in your life.
If something is abstract, I guess you could analyze the subjective meaning, or the feeling much more. All about thriving on different experiences.
But then again, it's just that for me. I like subjectiveism just as long as it remains realistic enough to hold meaning in the real world.

i can't draw to save my life and dont study the medium of painting, but i can go ahead and google some very simple ones that are in just a few basic colors with abstract shapes (like stripes) and really enjoy looking at it. but i lack the ability to come up with a coherent reason as to why i think that a particular painting is good.

I am not sure, I do think an artist can communicate certain things in facial features/general composition rather subtly yet with certainty. They can express complex thoughts without having to verbalize them, though I think if you were to speak to the artist you could have a conversation with them and communicate your common perception of the piece.

No but I went to a top end public school, buildings were all from Victorian times, grounds used to be a botanical gardens. Very strict rules regarding uniform, appearance and behaviour.
Spent many a time intimidated by some gigantic bearded man being forced to decipher texts that meant next to nothing to me.

To be fair, Kittelsen was a great artist in his own right. He did a lot of satirical comics and drawings, like the one pictured above, but he's most known for drawing Norwegian nature, mythology, fairytales and from the black death.
He almost singlehandedly defined the look of a lot of Norwegian mythological creatures, and he was a master at capturing the mood and spirit of Norwegian nature.
