I understand the reasoning, but in reality the vast majority of migrants tend to be low-skilled and a massive burden in terms of welfare benefits. Any economic benefit you gain in having another member of the workforce is outweighed by the costs. Part of it is certainly cultural (the Germans, and Westerners in general, don't see much value in their own situation), but the government could either reform pensions/welfare, or make it easier for German families to have children.
