During Harpers reign it ended up injecting about 230,000 filipinos directly into Alberta. The rest of that 500,000 went to other provinces, but Harper wanted his Tim Hortons in less than 2mins in the drivethru and only that 200k flips could guarantee that.
But basically it used to be used almost exclusively for high skilled labour under the liberal parties of the 70s, 80s, and 90s. You'd be hard pressed to find examples of anything below bachelors degrees using the program. This was during the creation of the CANDU reactors when we needed nuclear physicists, quantum chemists, computer scientists, etc. etc. and the US had a labour shortage which caused what is known as the great brain drain of canada where every intelligent person left canada for the US for higher wages, slightly due to NAFTA which allowed more free immigration, but obviously Canada-US relations barely relied on NAFTA anyway.
Under Harper intelligent TFWs were nuked, it was almost solely converted into unskilled labour, the statistics were falsified, many had diplomas and degrees in foreign countries that counted towards "educated" statistics that did not even transfer to a 6-month certificate program in canada.
Harper straight up falsified data by saying we had educated people coming in yet for some reason all these doctors at best could serve lukewarm coffee.
