According to him, the murder of Rafaat was orchestrated by a criminal organization residing in São Paulo, but the results would also be seen in Rio de Janeiro, as they'd become the biggest smuggling organization for the region's criminals.
"I've participated in investigations regarding Rafaat before, he was an known for preventing Brazilian cartels from setting in the border. His movie-like death can only possibly mean that Brazilian criminals decided to take control of the region, and that's terrible news for any Brazilian authorities" said Beltrame, adding that if they took control of both sides of the border, Brazilian cartels would own the entire drug chain, from production to distribution.
"We have information that the cartel (Brazil) already acts in Paraguay, and if that's confirmed, it'll shake all crime inside Brazil. His death (Rafaat) is an alert for all of us" said Beltrame.
Jorge Rafaat, known as the "Border King", was murdered during an ambush, in which his car was hit over 200 times by a .50 machine gun. The gun's heavy caliber went through his car's shield, as it's used by the army against aircratfs. Accused of drug trading by Brazil's justice, Rafaat lived as a succesful businessman in Paraguay.

Our police has been in a shitty situation dealing with criminals in the last few years, they're few, much worse armed and they're also hunted down. I've been robbed a ton of times, and they checked me for a gun almost always. Another thing we can thank liberals for, now spotting cops undercover is extremely easy.
