tbqh at this point it's become a part of Canada's history (Anglo-Franco relations). Quebec really just wanted language rights and nothing really else. They think that because their main language is French (taught in schools, spoken in provincial gov settings etc.) that they have a special snowflake status over the rest of Canada. I think that Quebec was split (around referendum time) between those "special snowflakes" and those who just recognized that the only thing that separated them was their language (so it wasn't a huge deal). Canada doesn't even have a static/distinctive culture (like European nations) because we're a small melting pot so that's redundant too.
Hell we even have French everywhere in English first provinces, so their presence is well-known.
