I spent 4 years living there. The Chinese Filipinos own everything. The politicians simply prop them up. The laws ensure this does not change, through protectionism outside competition is eliminated.
The actual Filipino people vary greatly. You can't just say a person is shit because they are poor brown and live in a slum, but that's kinda how Filipinos judge each other. Someone who makes lots of money working in a call center will look down on someone like that. There's so much hate. But in all walks of life there are good people and shitty people there. I've had poor people take me in and feed me, being a dumb white guy trying to live in their country, without asking me for money or anything. I also had some people that are poor try to get money out of me.
It's really hard to give you a definitive answer. There's so much that sucks about the place. So much bullshit. At the same time most of the best experiences of my entire life I had while I was there. Some of the dumbest most ignorant people you will ever meet in your life live there, and a few of them even post on 4chan. That's not how the Philippines economy works though. Inevitably one of the family members will go overseas to work, sending money back to their poorfag parents/siblings/children, leading to them getting a better education/housing situation. Social mobility is still a thing in that society. Even if there are more jobs they still pay fuck all. People in slums have jobs you know. A big part of their salary gets eaten up by transportation costs, keeping them poor. Check out how much of their economy is based on foreign remittances.
When the peso went up in value the whole country was actually unhappy with it. PNoy managed to create the illusion of a growing economy for a little while and it got all the way down to like 42PHP/1USD for a little bit.
