If I remember right there are processes you can go through in Japan to get most any weapon similar to the US but they're far more constricted and costly. Only major gun-nuts with a lot of time and money on their hands can get shit.
Hunters and the like can also get shotguns and that's heavily monitored as well.
Not that it works even though Japan is a small island with well controlled ports because Yakuza still smuggle in a fuckton of rifles and pistols. Criminals can still get their hands on weapons just fine and law abiding citizens can't.

Well, you can buy one directly from a manufacturer, but you'll have to have it shipped to a licensed FFL dealer, or you can go about buying parts to build it yourself. The only part you would have to do paperwork on would be the Lower Receiver. You can just have that piece sent to the FFL and finish the transaction there.
It'll be cheaper to buy the parts and build it yourself. Go to /k/ and have them explain it to you "Barney Style" if you need more help.
