The problem with the Panama Papers is that offshore corporations actually do have legitimate uses.
Yes, they could be using the companies to launder or shelter money or do other illegal activities, but it isn't any actual proof of wrongdoing.
It's not a smoking gun. It's a receipt from Walmart showing that someone bought a box of bullets.
