Intelligence agencies could be behind it and just trying to make it appear they were found by chance by random people, for whatever reason (maybe blur the trail a little). Could be the way they chose to share intel with each others when it doesn't need to be secret but should be unofficial. Could be the way spies are leaking their findings.
