and the whole point of it is that it supercedes anything that can be handed down from the federal level
1: Gather a group of 10 people who have similar motives and ideas
2: start gathering information of government officials, activists, and celebrities, specifically corruption and things that could divide the people
3: release said information, divide the people this is especially easy in places with 2 or more cultures or races
4: continue this process for how ever long is required.
