Not really. /pol/, /r9k/, and /g/ were countercultures up until about 2 years ago. Some of the posters still are members of a "counterculture", but most are not. Most came here from reddit or came for the jokes afters hearing about the site(not mutually exclusive).
Supporting Trump is not a counterculture. It is very likely Trump will win. Supporting him is normal, even if there are people who violently reject him. Not liking immigrants isn't a counter-culture. That belief is held by many, even if it isn't the majority.
The browsers who belong to "b" have mostly all left for other sites, because their views are no longer accepted here. Post in a trump thread about how all jews/blacks are subhuman. Look at how Milo threads are accepted here. No one here actually supports National Socialism anymore because socialism isn't conservative. How many Libertarian posters are here? Look at all the Windows 10 shilling on /g/. Compare modern /r9k/ to how it was even just a year ago.

to have politically incorrect opinions or not is related to culture and counter-culture, but it is not the same and not even an essential component in my view. "counter-culture" is simply "i don't want to be like everyone else," on a personal level, becoming a minority interest group.
