I would say so. The fresh dirty tells you they are at least recent. Here's the first real obstacle after those.

Not really sure what it is. Some kind of depot? There's definitely containers parked on the northern side. Also note that the barriers on the south closest to the road have been reworked with more earth. Compare their colour to the rest of the barriers, so they're definitely expecting an attack.
