Germany stopped the U-boat campaign when they saw it could lead American entry into the war. The biggest thing to piss of Americans was probably the Zimmermann Telegram along with the resumption of an unrestricted U-boat campaign following Jutland, but by this point the German fully expected the Americans to enter the war.
They just thought that Germany would have strangled Britain before the American forces arrived in the theater.

The general public no longer tolerates Germany for conspiring to put us into a three-front war.
