Provisionals and crossover ballots are what Independents are required to use in primaries and it takes at least a week to count them.
Most Bernie supporters aren't registered Democrat in California.

Delegates in the democrat primary aren't awarded by county. Each state gets a number of delegates depending on how many registered democrats are there and the delegates are given out on a state wide proportionate basis, It works like this in every state, as the democrat national committee sets the rules as opposed to the republican primary system where each state is different.
