1) increasing wages means more money in circulation, leading to the cost of living going up
2) all the service providers which gibbemedats love to leach from have income based requirements. A lot of them are set by federal standards. So they are pricing people out of their precious programs because the people now make too much income.
So you end up where they make too much for shit like food stamps or rental assistance vouchers but their living situation remains shit because the cost of living goes up with increased wages.

The risk for businesses to not give them a raise is that the worker may decide to go off to get an easier job for the same pay, or they get swooped up for their skills/experience by other businesses that were faster to adjust wages.

Imagine you're Joe and you run Joe's shoe shop. You have two employees both collectively being paid 15 dollars an hour; the most you can afford for your employees. Suddenly, the minimum wage is raised to 15 dollars meaning you can only keep one employee or you'll go in the red. Alright, so you fire one person making them jobless so the other one can get paid a little more. (Great equality liberal dumbasses.) Next, minimum wage is raised again higher to 20 dollars. All of a sudden you can't afford any employees even though you need them, so you go out of business.
Meanwhile Walmart just automates more things, fires more employees, or closes branch number 5000034 and opens a new one somewhere where the minimum wage is lower.
Joe's shoe shop getting shut down is irrelevant in a state economics standpoint; it wont ruin the economy except give big business more monopoly. But Walmart leaving your state would fuck up the economy heavily, same for any major business.
At the end of the day; the money is fiat. If you want more of worthless money it's just going to become more worthless. Inflation is entirely made up because the currency itself is made up. Logically they worked up to being worth that $15 and the value isn't there to pay them more.
Price floors don't make everyone more valuable it just makes it illegal to pay people who's labor is worth less than that price floor what they're actually worth.
Which leads to some getting a pay bump and other being fired with the workload being pushed onto less employees.
Or the business fails
Or gets automated.
