Somalia isn't a homogeneous state. Puntland and Somaliland are really their own countries with their own autonomous state governments, they just aren't recognized by anyone, and get lumped in with the rest of Somalia. Somalia's "government" is largely confined to Mogadishu and their power doesn't extend far out from there. Part of this is because of the traditional Somalian clan structure, but a major part of it is that southern Somalia has been constantly destabilized by foreign-backed terrorists. Keep in mind that Somalia was once a communist state under Siad Barre, and once he fell the country fell into turmoil. Their southern territory has been totally ravaged by foreigners, as has their coastline, which has been constantly invaded by foreign fishermen who destroy the local fisheries.
Calling Somalia a "libertarian paradise" just reflects the speaker's ignorance about the actual state of Somalia. It's literally just a war-ravaged country with questionable hold over its own territory, territory that happens to be rather resource-rich making them a juicy target for wealthy ME and Western nations
Somalia is a failed communist state.
It's a great argument in FAVOR of libertarianism, by demonstrating the inevitable failure of centrally planned economies.
