Yes, we really do. Something about northwest cities (Seattle and Portland especially) that makes it attractive to them. Lax policing, abundance of homeless shelters/resources, and mild weather is equivalent to a neon sign welcoming in the crust punks and street-garbage from across the nation.

What Seattle needs is less of its bleeding-heart liberal bullshit, and more of the heavy handed tactics employed in cities like NYC, where businesses had an outcry over the abundance of homeless on their streets, and suddenly the police are handing out tickets to peddlers and aggresively discourging homeless. As a result, in 2 years the streets of NYC largely cleaned up (or so I've read), and the problem is greatly diminished.

Then you have places like Portland, where the mayor has allowed for open-air camping on street corners and sidewalks, the police are very (((((((compassionate)))))), and as a result there are LITERALLY fucking 50 homeless on every street corner in downtown.

most of the references to the project to raise minimum wage go back a couple years and googles data not links to the data but 1st result verified by google is 9.47 and the .wa.gov says it as well
