Chicago gave up it's permitting system when carry passed. We have the general FOID card, but thats not tough to get. Carry permits are shall issue but you have to sit for a two day class. Its obnoxious, but not "damn near impossible."

I just read that since CPD is having trouble staffing ghetto districts they're eliminating the overtime initiative that had been in place citywide and replacing it with a targeted impact overtime system where all overtime is in the ghetto districts. They might even limit the overtime to only people in those districts to try to encourage people to bid in.

Everybody knows what the problems are.
The thing to keep in mind about Chicago is that, until very recently, everyone kept to their own neighborhoods. The whites stayed in the white areas, the blacks stayed in the black areas, the Mexicans stuck in the Mexican areas. The few integrated neighborhoods were all either peaceful and middle class or internally separated. Its still that way in most of the city and, as a result, nobody gives a shit about the violence. I've lived here more than three decades and the only person I've ever known who got shot was a guy who bounced at a rough bar on the West Side. The other violence was pretty contained until recently, too.
The crime tourism in Wrigleyville/Boystown is starting to spread into Lakeview, though. You're seeing black youths from the south side arrested for mugging and break ins in good neighborhoods. There was already a pretty quiet case in a white neighborhood called Sauganash (very wealthy, lots of upper-level police and firefighters, some old money) where a bunch of black kids took the train up, started doing muggings, and got an old fashioned tune up by some retired cops with scanners. Shits changing here. If the Mexicans don't fuck up the blacks over drug territory the whites are going to do it over borders.

Second, normal people aren't being massacred by rampaging gangs. The overwhelming majority of violence in Chicago is gang bangers killing other gang bangers over gang banger shit. That hasn't changed. The only real change we have right now is that rich drunk yuppies are having their phones and credit cards stolen in a bar district. Black on white crime in the city is largely low-level property crime in one or two specific neighborhoods.
Theres an upper limit to how far the crime tourism can go because you need a car and as you get out into the northwest side your chances of either running into someone who will fight back and hurt you or getting pulled over for being a bunch of black kids in a neighborhood that doesn't get darker than Irish rise exponentially. Its even worse in the Mexican neighborhoods because the Kings take care of their neighborhoods, the Cartel doesn't fuck around, and every drunk Juan has a revolver somewhere in his place.

but I'm definitely interested in what you've described, in terms of how crime manifests and affects real people - ghettos are shitholes for a reason, but once they start exporting their crime into decent neighborhoods, I start to pay close attention
so, as always, the media overblows everything - but what's the general vibe concerning the BLM college types? is there a silent majority of redpilled locals? it's ridiculous that the police are being hindered by media scrutiny and political correctness, and vicious race-baiting

BLM is more or less irrelevant here, in my opinion. Sure, people piss and moan about them sometimes, but its not like they have any numbers or do anything. They're like PETA but with more news coverage.
As for locals, I'm not sure how to describe the kinds of people you see on the Northwest side of Chicago. They're white working and middle class, probably have never voted anything other than Democrat, and make /pol/ look like Tumblr half the time.
CPD isn't really afraid to do their job or hindered by media scrutiny and political correctness. They'll TELL you they are, but the police have a union contract that pretty much completely insulates them from consequences for anything short of abject stupidity. They say they don't like the ISR forms because its the ACLU looking for lawsuits, but they don't pay the lawsuits. What CPD is really slowing down work over is being pissed about having more paperwork. They're framing it as the glorious police being hindered from stopping the dindu threat, but its a whiney union dispute over work rules and feeling like filling out two pages every time they frisk someone is too much of a pain in the ass so they'll just sit in their cars instead. Meanwhile, crime gets worse.

regardless - it's pretty fascinating how cities evolve over the years/decades... the past 30 years have seen insane changes, for both better and worse
hoping that Chicago finds fortune under different leadership - I'm having difficulty recalling any example of cities flourishing under democratic rule
