In case of an acciddent you'll be required either to have an insurance OR to be able to pay the cost of the caused damages up to a certain point. Like if you have 25k$ in bank somewhere you don't need insurance since the insurance is just like a loan that you pay but you are not even sure to have them throw the cash at any point. Of course this may vary in some states.
