An easy way to hurt FB is to try and move people to VK russia's FB competitor.
People will say russia doesn't have free speech etc. which true however this would primarily be a means to punish FB.
While it would have a negligible impact on FB income and user count, the sudden influx of western traffic to VK would likely to noticable, potentially giving VK more resources as clueless investors speculate on rapid user growth.
Secondly as Russia is not on friendly terms with the west it's a large advantage. If Facebook users started shifting to another western social site there wouldn't be much interest. If users started moving to social media outside of their sphere of influence it's very different, advertisers and government agencies that had grown use to being able to access to FB data wouldn't know what to do. Cuckerbergs antics driving westerners onto VK would present a security and intelligence issue if left unchecked. It would damage any governmental favor he has and the government would likely try to assist local companies in regaining the users concerned about free speech.
