I'm a Candian who works at a fish processing / smoking plant and it's actually not a bad notion to have fishing licenses be a thing. Essentially it stops people from over-fishing the waters, which is a good thing. What isn't a good thing, however, is the fact that Native Americans can fish how ever much they want, and this just leads to them trolling the waters all day and catching an absurd amount of fish, actively over-fishing and thus amounting to less and less fish each year. Don't even get me started on how they don't have to pay taxes because of their Native Status Card...

Its not affordable to have a fisheries technician, follow you around, and charge you per lb of fish, or charge you per hour you are on the water.
