The Romans also invented steam power. It was a toy to them, though. It never occurred to them to use it to power manufacturing or parts of their navy.

Well the earliest crossbows appear to be a Hittite invention from a single inscription we have from around 2800BC but a crossbow really isn't a difficult concept once you have a bow. Torsion technology and retraction systems obviously required more technical expertise. In the classical period they first appear to see regular military service under the tyrant kings of Syracuse who had them built to penetrate hide panels the carthaginians put on their ships to catch arrow fire.
