The model they currently use is normal "bobbies" being equipped with batons, PAVA spray and now tasers in some forces (limited deployment).
If the "regular" police face an issue of which they can't safely deal with using batons/ PAVA, they'll then call for back up. This is normally a local armed response vehicle (ARV) which typically responds within minutes.
Previously our country's police force have been capable facing most of the "classic" British crime demographics. Typically, bank robberies, a few hold ups etc were the worst we were looking at, which would normally go on long enough for the regular cops to take a step back and let the armed police move in and deal with the increased risk (firearms)
I think with the increasing issues of roving attacks by terrorists etc. it's paramount that the UK's police become more heavily armed, at least with pistols using the EU model, with the use of ARV for heavier back up if required.
Take OP's example, a knife attack could seriously injure the officer, even with the stab vest. The taser seemed to fail to deploy, or fail to make a good electrical connection, the officer either didn't have a spare cartridge or couldn't reload properly. If it wasn't for that rail in the middle, he'd have been seriously injured.

Along comes firearms. For a while, law abiding British subjects carried them. The police didn't, because they HAD a moral high ground in not being armed. It takes balls of brass for an unarmed cop to walk up to an armed crook and say:

You might resist, struggle if they grab you, try to get away, whatever.. but not shoot.
So, this manner of policing WORKED. For over a century or two. It worked because the culture around it supported this. British subjects were raised to respect life, the Queen and her agents, and so on. Even those seeking a criminal way of life - because they were raised right - wouldn't be out to just shoot coppers for no reason. Even if caught, they KNEW they'd have a fair trial, a fair sentence, and be treated all 'round fairly by those taking them in.

Police in America? We DID have unarmed officers for the longest time. It wasn't until Teddy Roosevelt that the NYPD adopted firearms - the first major American city to do so. But, why did they need to? Because America, from the very beginning, took in immigrants. These immigrants weren't all Brits - some came from nations where ANY interaction with the forces of Government, or their agents, would mean brutality. Maybe even death. Criminals raised in THAT environment wouldn't automatically switch to a kinder, gentler personality just because they changed countries. And their parents, too, would tell them what they escaped from. Thus, criminals coming from immigrant backgrounds would naturally be more likely to violently resist police. Why? Fear - fear that the government and its agents would beat them, kill them, or whatever. That they'd get no fair trial.
Now, to be fair, "Lawlessness" in some form or another, that was corrected by local communities forming kangaroo courts and meting out injustice happened often enough, and was in the papers often enough (I'm talking from 1790 - 1840 or so) that this reinforced the idea that "Lawmen = Pain" to these immigrants. And, as these stories spread, it started to snowball, further reinforcing this idea. America may have been the land of opportunity, but in many minds, it could also be a land of suffering - a direct source on this being my own family that came over at a time when being Irish was worse than being a freed black.

So, in the end, as criminals got armed in this country to resist the police - and posses of private citizens that would hang a man for stealing a horse - the police in turn were spurred on by stories of violent immigrants, and armed themselves. Again, a snowballing of the entire dichotomy of "armed criminals vs. armed police."
In the end, American cops ended up having to deal with criminals that did NOT have the same cultural ideals and morals as most British criminals would. That had no similar respect for authority and lawful orders from agents of same. And would resist with lethal force. Going up to the Gangland Era, you had criminals using machine guns and the like - to fight "the power" that was American police and government.

Fast forward to today, and criminals of yesterday that, when they knocked over a bank, were polite about it and wouldn't brutalize innocent bystanders, evolving into crooks and predators that no longer care who gets caught up in their criminal acts. They've ceased to have any sort of moral compass in that regard, especially here in America. No matter the cause, American cops have thus had to evolve from simply catching criminals, to "stopping the threat at all costs." They HAVE to, because criminals might just shoot or stab innocent people just for fun, or to distract cops while they get way. They've ceased to care about innocent life, and cops have had to respond to this with their own change in mentality and training. Stop the threat.
Now, Terrorism is another bag altogether. American cops are accused of acting like soldiers - but why should they get this sort of flak when they're already being told that they are? The government, their superiors, and the civil authority are looking at cops to be the front line combat troops against terrorists. They no longer trust the citizenry to protect themselves. They see them as sheep - and votes. Thus, cops are shoehorned into the entire role of protector. Wolfdog of the flock. And the mentality that goes with that. So, again, they evolve in mindset and tactic.
British police, and their own civil authority, still think that bad guys will have that respect they once did. They have not, and steadfastly refuse, to acknowledge that they are importing immigrants that HATE police, that have had a century or two more of having to hate or fear them - some times, that hate and fear directed at the British government and civil authority because those very same immigrants are from former colonies. They, in fact, hate BRITS, because the Brits were the ones to instill this fear.

So, you have today. Where British police have not caught up with the dichotomy of the criminals they must police. That they take baby steps forward, partly out of pride, and partly because they think the old methods will work - because they themselves, the ones in charge, have the morals and the mindset that would allow that sort of policing to work without question. And they project these positive qualities on the criminal element they have to police.
In the end, the entire situation is completely different than it was a century ago, but the basic ideal - that an unarmed man is trying to tell you in a firm, calm, and direct manner to knock off your shit.. just doesn't work like it once did.
