NYPD Chief of Detectives Robert Boyce told reporters "our investigation has determined that this incident stemmed from a possible gang-related dispute involving a pre-planned fight, which was to occur that same afternoon. We have evidence, including video footage, that supports this was a scheduled street encounter between two rival groups." I am from Staten Island, the crime rate is not really high and most of the housing projects are pretty safe compared to the rest of NYC.
But you still have kids who think they are in gangs ( of all races ) and go around thinking they are blood or crips. This kid went to Curtis High School a school in the North Shore a more urban or crime ridden area where kids get into fights or jump other kids pretty often, he was running with a group so going by the story from the NYPD it wouldn't be a surprise if him and his friends were going to attack something or did something before hand, but until we get the full story we won't truly know.
