I think it's hard to objectively compare the two as they both had two dramatically different presidencies. First, bush used 911 to invade Iraq and that has now caused the creation of Isis.
Obama betrayed most of his campaign promises and enacted obamacare. He played the insider game and passed a shitty version of obamacare that is ineffective but maybe that can be fixed with future presidents. He also allowed en masse illegal immigration which while bad, helps his party greatly.
All in all, bush was worse. Economic collapse and bailout plus unjust Iraq invasion just make him categorically worse.
