Walls slow down organized armies, but stop disorganized mobs and civilian invasions. We don't need to stop the Mexican army from bashing through through, just Juan and Maria trying to sneak over the border. They need to be secretive to succeed, anything sufficient to breach the wall is likely to get noticed.
