Yes, protectionism is highly inefficient. But it's better than letting your country stop buying its products and instead leak all of its money to Chinese knockoff shoes. What you do instead is tightly control the goods that can come in (there's no 100% isolation in any such system) so as to give manufacturers what they need but not give their market to the Chinese.
