There are people in scotland, ireland and wales with olivey-brown skin. Its a common phenotype. There's lots of white guys here who have this complexion because of scottish or irish ancestry. There's no reason why there couldn't have been people like that in scandinavia as well.

Also, skin color can be predicted from genes now, but only a % of likelihood that it will be a particular color. In other words, with some genetics like northern or western european, there's a very high likelihood that the person with those genes will have light skin, but there's always some chance that they will have dark skin as well. There's no genes that garauntee 100% that you can't be born with dark skin.
Of course you're never going to get a european born the colour of an indian or a sub-saharan african from native european genes, but they can be born the color of an arab.
