Society, and the legal system, is a self-defence mechanism that exists to defend the interests of citizens. It's not morality, it has nothing to do with morality, and people who look for philosophical consistency in laws are looking in the wrong place. Laws are what they are because people want them to be that, and people want them to be what they are because people are looking out for their own self-interest.
Some people have self-interest in not being called niggers, so there are laws against it. It's not different to people having self-interest in not being murdered.
