In the case of the USA it used to be they would open their borders to one country for ten years and then shut the borders for ten years and then open the borders to another country for ten years and so forth. This meant that the groups immigrating would have a chance to assimilate into american culture.
Then some time post vietnam around the 70s they opened the borders and the borders remained open until this day. Then you had Obama come in and he decided to grant amnesty to all the illegals. This created an alternate culture. That's why california in particular is turning into a shithole. Securing the borders is merely the first step.
After the borders are secured you have to fix the financial system. You need to provide the people with jobs, with the opportunity to work, the opportunity to make things in america. This changes the culture. It makes people proud to live in a country that has opportunity, it makes people proud to work towards something and those products become a real tangible achievement of the people. It makes people proud of the country they live in.
If you just allow mexicans to flood into the neiboring US states you end up with a foreign culture in your nation, you end up with a group of people who have no place in american society because they are illegals who can not legally be a part of the system so they grow contempt for the nation. Likewise with muslims. No matter where they go muslims never ever assimilate, they bring in a foreign culture which undermines the culture of any nation they enter unless the nations culture is muslim. You cannot have muslims immigrating into your country without creating a parallel culture within your nation.
