A lot of Jews were in high ranking positions before the Soviet Union collapsed and networked together to see to it that they benefited from the privatization. Jewish capital from US, France and Israel was funneled through off-shore accounts into Russia for bribes, money to pay armed thugs, and so forth.

Russian mafia is a very broad term thought. There are hundreds of "Russian mafia" groups in Russia, some have Armenian bosses, Dagestani bosses, Kazakh bosses, others have ethnic Russian bosses.
If you look at the list of oligarchs, more are Jewish yeah, but there are many powerful non-Jews too.
