The funding allocated to tribes and reservations for all these things has been steadily going down for over a half-century, because 1) it doesn't keep pace with inflation, and 2) it doesn't increase when new tribes are recognized. This also forces the tribes to fight amongst themselves to keep new tribes from being recognized -- every new tribe that's recognized means a smaller slice of the pie for everybody else.
Native Americans do in fact pay taxes. They receive less back from their taxes than you do because of this. This isn't suggesting that they receive more "free money"; it's that they should receive their due for what they pay.
Your claim about the "authoritarian tribe rule" preventing individuals from owning land is simply factually wrong. Land on reservations cannot be owned by individuals because that land is technically owned by the US gov't. Many tribes, however, have effectively expanded their reservations by buying up private land, which individuals certainly can own.

Private hospitals are the best hospitals. Are you unaware that in the U.S., most (~70%) of hospitals are privately owned nonprofits? Some 15% or so are private for-profit ventures , which are expensive and extremely advanced. The remainder are owned by local governments. These experience the most funding issues by far.
