The code on the left is supposed to return the greater of two numbers. it does that most of the time, but if both numbers were say, 6, then it would return 5, making it incorrect as a solution and a failed first assignment in your cs 108 class. Also, she is redundant on the else if statement by having the compiler check if a is less than b, followed by checking if b is greater than a. If its passed through once, its inconsequential. Its just a couple of fractions of a millisecond long cycle of a spinning disc in your computer. If its part of a function called millions or billions of times then it is doubling the time needed for that particular line before it gets to the part about checking if they are the same value.

The reason you'd approximate a sqrt function is to optimize the code or speed it up. By a lot. Using a const is faster than using a literal declaration. Especially if this code is called hundreds of thousands of times... this adds up fast. Say, like, in graphics or physics where you can get away with tiny deviations.
