Also, if you look at black IQ in Africa (<70) and in the US (85), you'll notice blacks in the US have higher IQs. The reason for this isn't primarily environmental, but because black Americans have 25% white admixture. You'll see the same in mulatto children. They end up somewhere inbetween whites and blacks, at 93.

The only time environmental factors play a role is in dirt poor country with poor nutrition. As for your other point about there being other factors at play that determines how a race behaves, I agree. There are a lot of things at play. IQ itself can also be subdivided into different categories, and different races do well in different areas.

That, or because there is actually better education in the US. How can you not fathom the fact that education, learning a lot of new things is a major thing in IQ? Of course that I support the genetic theory as well, but education still plays a lot in IQ. And that there is a difference between good and bad education? For example, the Flynn effect, white people's IQ's have increased drastically, and at the same time education has progressed, and you still can't see the that there is a relation. I've taken three IQ tests, and none of them were used in international testing. That doesn't mean I'm going to deny that the testing done in Norway is accurate.
I don't know how or where the tests in Bulgaria were done, but I have no reason to believe that they're inaccurate. You just believe they're inaccurate, because you don't like the results. I am serious, I really don't care what the average IQ in Bulgaria is supposed to be, the education here isn't superb either so obviously people would be dumber, since Bulgaria is pretty poor, although I still haven't heard of any professional IQ tests. You don't seem to understand how IQ tests are included into studies. They researchers go through every single national IQ study that they intend to use, and if they come to the conclusion that it doesn't represent the population as a whole, they discard it.
I don't speak Bulgarian and there doesn't seem to be a whole lot of English language information on how or where the tests were taken, but I'm sure you can figure it out if you'd just bother to do the research.

They make an estimate on how much universities there are, how good the education is, how many people have gone through it, how many people have gone through universities etc. As if there has been done a lot of IQ testing in the dirt poor countries in Africa filled with crime for example, those numbers are just estimation, just how Leonardo Da Vinci's IQ was estimated based on his achievements. You could simply take a look at an IQ map, and you'll see that all the countries that surround Bulgaria have similar IQs. If you go further south, the IQ drops by a few points. If you go north, it steadily increases.
