Low population growth isn't actually an issue.
The only issue is that the decline in population doesn't apply to all countries and races equally. Things would actually be considerably better if the whole of Africa was experiencing similar birthrates as Europe.
The world is overpopulated already. It doesn't need more people. Society is becoming more advanced and the need for "unskilled labor" type work, even skilled labor and physical work in general is becoming lower and lower. Western countries don't need more people. Simply replacement levels would be more than fine.
They should import millions of somalia immigrants and give them welfare and tax that welfare income to pay for pensions etc.
