it's when people mail their vote in
it's different from a regular vote because there's no one checking that you didn't go there multiple times
this can be abused, as explained in the article, by simply sending multiple voter passes to the same address, filling them in and sending them as votes
since flats usually have similar addresses, it's a lot more difficult to spot fraud and can only be spotted in a recount
