I was 15 when I built my first computer and this was around the late 90s/early 2000s before youtube and all the other wealths of information. It doesn't take much skill but it definitely used to be more difficult because you had to know people into computers or dig deep to understand what you were doing. It's easy in today's world. Either way this isn't much of an achievement by today's standards. I imagine kids a few years younger than him could build a pc easily with the resources available.
