It's lowering because expectations are that Trump and others like him won't be welcoming to illegals anymore, that and Mexico has upped it's own defense of its southen border where illegals from other latin american countries enter and trail into the US. Still, it's plummeting number is great enough to warrant security like Mexico has issued itself for its own illegal problem.

Most illegals and coyote trails are entering because of open space and easy access to just walk over, over here in the desert it's laughable how easy it is to go from here to there and back without officials knowing. The wall is also a structure which can have security on it which alerts border control to movement passing through it if they find a way to transverse it.

The inflow of illegals costs us billions, the inability to control our borders has already led to security concerns in criminal gang activities, terrorists trying to make it into the US through Mexico, and the immigrants which come to only take advantage of our generosity in our social service program in many sanctuary cities. We need it to keep our nation safe, to keep its borders known and enforced and to make sure that Mexico knows this and works on their part to stop the problem by weeding out cartel influence once their profits are cut and stabilizing their country for its people as well. There's no real downside to the wall, Democrats should love it considering they love using state funds for needless construction to ad jobs, the only difference is this construction is actually very useful.
Btw I live on the border, it's unlike the rest of the US in it being little Mexico. We need that wall and defense, all the border control unions here agree.

Either they put in direct payment for it or the US will take funds from wealth that would go into Mexico like payments made to there from workers here and trade which will have an added tax on it.
Either way if Mexico chooses to pay they pay.
If they don't then wealth they would've had will go to it and will pay for the wall.
It doesn't cost the US anything and it's money Mexico would have either way. The smart thing they'll do is pay for it in a new trade work program so that they don't outright say they agree to pay for the wall (which would make them look weak) but that they compromised a plan for trade which will have funds go to it that wouldn't be as harsh as the penalties we'd impose if they outright refused.
It's a win win for us either way, this is irrefutable fact they have no choice in it. The wall will be built and it won't cost the US anything in its budget.
