"Blacks have lower average IQ than whites" is a verifiable objective statement. "Blacks are inferior" is a subjective opinion that can not be derived from said objective statement. This is why I don't really agree with most nazis, you can definitely say that the human races have differences in things like average IQ, but not that some race is just "better", that's just too arbitrary.
