Unfortunately it is the reality of today that we ourselves have to take the steps to protect our identities - we can't depend on the services we use to do that anymore.

I remember 12-15 years ago the general advice was "NEVER use your real name online" - now you can see a person's entire life story and social engineer them with a simple Google search. It really is big brother, and the sad part is people have done this willingly.

You can't ban users, you fucking idiot. 4chan doesn't have users. You can ban IP's though. And also, you can track IP's. If you take that part away, anyone can post anything they like on here and never get caught. With 4chan being as horribly moderated as it is, I wouldn't say that's a great idea.
