I have an idea to stop degeneracy at its source. Bear with me on it.
So we take all men Age 13 and up. All of these men will be put through a screening process. Screening for what? Pedophilia. All men ages 13 and up will be put into a device where their brain and penis blood flow will be measure. They will be shown pictures of child pornography. Those who show no mental nor physical sexual reaction will be let go. However, those who have either a mental of physical sexual reaction will e labeled pedophiles, have their rights severely limited (cannot get a public job, cannot have kids, etc), and will be charged for the child pornography that they viewed, since they would have seeked it out anyways. Once charged, they will be kept in prison until they pass the test. If they cannot pass the test, they will remain in prison, away from the world that they wish to harm.
Honestly, this wouldn't be too hard to implement. It would guaranteed cut down on degeneracy and other rampant social diseases in a matter of years.
