Depends on where you're at really.
I've spent a great deal of time in China. I think people in the West can't comprehend how different China can be depending on region.
The rural parts of China are -very- underdeveloped. There are many people in those areas that have the education and manners you would expect to find in a third world country. However, the people who live in the coastal, more developed areas (especially the major cities) tend to not be dissimilar from those in Hong Kong or the Chinese expats in Singapore, Kuala Lumpur, Jakarta or any other major city.
Another thing to note is the newly wealthy. Many of the people in those rural areas find themselves with more wealth then they have ever had. With this wealth they tend to travel to the coastal parts of China. The people that live in those cities harbor a serious hatred for the rural people because of their generally bad manners.
So essentially, it's a mix. It's not a meme, but its also not a "Chinese" thing, it's a "rural third-world" thing.
