First of all, Earths population wont exceed 15 billion ever; contraception is too prevalent and resources too scarce.
Secondly, there are far too many sensitive and obvious alien ruins on the moon, mars and Venus for extraterrestrial life to present itself after colonization of these bodies. I'd like to remind everyone about the fermi pradox. In 15 billion years there have been a lot of time for post supernova civilizations to come forth. It took Earth 3.5 billion and there are a trillion stars that had 3x that long in our galaxy alone. The fact that we do not see any signs of life has profound implications:
1. Aliens did not evolve, the great filter is behind us, we are one of but a few civilizations. (Dune Universe)
2. Aliens do exist, but use a power source more potent than a star and thus never create detectable dyson swarms/spheres.
3. Aliens exist but they are intentionally stealthy and predatory by nature.
We cannot run the risk of option 3 yet. A benevolent society will not react violently to destroying a probe/ship, we would be able to gain information and risk nothing.

Oh there are lots of answers to the fermi paradox, but most are mere speculation with negligable outcomes.
The idea of the great filter could be at any point, but the scary part is that it could be ahead of us. Whatever stopped millions of other civilizations from putting a swarm of satelites around their star also can stop us and it could be anything.
If we recieve contact from alients then it means the filter isn't behind us so all those options are irreevant in formulating a response.
In answers where aliens exist, there are either few, they advance differently than we can conceive but may be nice, or they are galactic apex predators and have more than likely exterminated dozens if not thousands of lesser species. Contact with that kind of group would be supremely dangerous, they may have even learned to look nice to disarm us.
It simply cannot be risked until we have explored some of the galaxy for ourselves.
