If so, you will have to sit in a special smoking room (yes, a special smoking room inside of a building dedicated to smoking). It's a good thing only degenerates come there.

I get what you're saying Tommy Atkins, I really empathize. I mean...here in Murica the decline in both (legit, not 'murica nonsense) national pride and self-respect has been so steep that It was actually noticeable just during the time of my studies.
But ultimately making children into not shit people is the domain of the family and local community - and even then it doesn't always work. Government is nowhere near up to the task - and since governments will always act in self interest, you run the risk of them doing what they have been in the west and actively guiding the youth towards some fucked up thing that they think is for the greater good.
It's like the saying goes - give congress/parliament responsibility over the Sahara and in about six months there'll be a shortage of sand.
