It's not normalization, and it's not acceptance, it's just making sure it's no longer a taboo subject. Making it so people can come out as pedophiles and then mandating treatment isn't going to create more, it'll only cut into the amount of pedophiles, and deeply cut into the amount that act on their fantasies.
The only way to do this is to make it so people can come out as pedophiles, and seek treatment. I'm not saying there would be any point during or after treatment that they would be legally able to work with kids or anything, just that it's a way of tracking them, giving them a way to not feel like shit anymore by potentially fixing their chemical imbalance, and allowing them to actually live life.
