Occupy towns, villages and cities with a huge iron fist, make everyone register their biometrics, keep close eye on populace, have constant armed patrols or drones flying over main roads to make sure ISIS isn't doing major ops or supply runs
Basically cut off all their logistics and keep them out of populated areas
Shove them out into the desert and starve them. Of course, this all need be done by some Syrian force, but as there's also a rebellion going on, this is more likely to add fuel to that conflict. But for purely combating ISIS this is the option I'd consider.
